Japan has some of the strictest rules surrounding nicotine vaping, but that hasn't stopped the products from becoming increasingly visible among younger people. Known locally as “nicopuff,” disposable nicotine vapes are finding their way into the hands of university students and other young users despite restrictions on their domestic sale.
The devices work by heating flavored liquid containing nicotine to create an inhalable vapor. Bright packaging, sweet flavors, minimal odor and the convenience of disposable designs have helped make them appealing to some younger consumers.
Convenience and Flavor Are Driving Interest
For some young people, the appeal of nicotine vapes has little to do with traditional smoking. Instead, the devices are attractive because they are easy to use and don't leave the same strong tobacco odor associated with conventional cigarettes.
A 20-year-old part-time worker interviewed in downtown Osaka said he had been using a grape-flavored nicotine vape after receiving one from a friend about a year earlier. He said he enjoyed the refreshing taste and liked that the device produced little smoke odor, making it possible to vape in his room.
He also acknowledged that he had not realized giving the products to other people was illegal.
Cost and appearance can also play a role. A university student said nicotine vapes were less expensive than heated tobacco products and that the fashionable designs contributed to the appeal. The student also said that many people in their social circle were already using them.
That kind of visibility can make the products seem increasingly normal, even when the legal rules surrounding them are considerably more complicated.
Flavored Disposable Vapes Are Easy to Find Online
A look at online sales sites illustrates another reason nicopuff has attracted attention. Products are frequently presented in bright colors and offered in flavors such as grape, apple and mango.
Marketing language emphasizes characteristics that may appeal to people looking for an alternative to traditional tobacco. Some products advertise cigarette-like satisfaction while highlighting their wide range of flavors.
Individual devices can sell for several thousand yen, depending on the product.
The combination of colorful designs, flavor choices and disposable convenience has helped create a product category that looks very different from traditional tobacco. But the way these products are sold in Japan creates an important distinction between importing them for personal use and selling them domestically.
Japan's Rules Create a Complicated Situation
Nicotine-containing vaping products have not been approved for domestic sale under Japan's regulatory framework for nicotine products. As a result, businesses cannot simply sell nicotine vape products in Japan as they would ordinary consumer goods.
At the same time, individuals can import nicotine vape products for personal use through the internet or other means, subject to applicable import rules and limits.
That distinction has contributed to a market where products can be obtained from overseas while domestic commercial sales remain prohibited. It has also created opportunities for individuals to purchase products from foreign websites and then attempt to resell them through social media.
That activity has increasingly attracted the attention of law enforcement.
Police Have Seen More Cases Involving Nicotine Vapes
According to the Osaka Prefectural Police, cases involving nicotine vapes have been increasing since the summer of the previous year.
In March, police took enforcement action involving university and high school students accused of selling nicotine vape products. In one case, a university student repeatedly purchased the devices from overseas websites and then resold them through social media.
Another incident involved a group of boys who reportedly attacked someone they had met through social media and took cash and electronic cigarettes believed to be nicotine vapes.
The incidents illustrate how the products can become connected to activities beyond ordinary personal use when they move through informal or unauthorized sales channels.
Health Experts Still Have Concerns About Nicotine
The debate isn't limited to whether young people can legally obtain the products. Health experts have also raised questions about the substances users are inhaling.
Masakazu Nakamura, an adviser at a medical research center affiliated with the Japan Association for Development of Community Medicine and an expert on tobacco issues, said nicotine vapes contain fewer harmful substances than conventional tobacco products but can still produce carcinogens.
That distinction is important because fewer harmful substances does not mean that a nicotine vape is harmless. Nicotine itself remains an addictive substance, while the contents and emissions of vaping products can vary depending on the device and liquid.
Nakamura argued that Japan should take steps to prevent minors from purchasing nicotine vapes, similar to restrictions surrounding conventional tobacco.
A Growing Question for Japanese Regulators
The rise of nicopuff has exposed a difficult regulatory gap in Japan. The products can be imported for personal use, but domestic sales are prohibited, creating a situation where young people can encounter them through overseas websites, friends and social-media networks.
For consumers, the products may appear simple: choose a flavor, use the disposable device and move on. For regulators, however, the issue is more complicated because nicotine vaping exists between personal importation, prohibited domestic sales and concerns about youth access.
As use continues to spread among younger people, Japan faces growing questions about how its existing rules should address these products. The debate is likely to involve not only nicotine dependence and potential health effects, but also online sales, informal distribution and the challenges of keeping restricted products away from minors.
